You asked for the Top 5 NCAA coaches. That would exclude NFL. Right, but you said the greatest of all time could only come from the top level of NCAA football.. by your standards ...or 24 % of NCAA football. I was hoping for your top 5 of 100% of NCAA football . So the reference to the NFL was just to point out that the greatest HCs of Football, all time, would have to come from the top level only of the sport (by your standards)...but proceed please with your top 5 of 24 % of NCAA football.
There are 553 NCAA playing football schools and there have been 30 or so that dropped football. There are currently 56 conferences + independents. The FBS represents 24% of NCAA football. The P5 represents 12% of NCAA football.

The 12% that generates 95% (or more) of the revenue, press coverage, and fan interest.

Still working on my list, in my precious little spare time...
But, I can tell you already: There are TWO Alabama coaches already confirmed to be on the list.

Things are so bad in Louisville right now, they just fired the dance team coach. He’s won 14 National titles... but, he was stealing fund raiser money.
Sheesh.

Ohio State could only sign 15 because they're only losing 10 seniors at this point - no room for more. They do have 13 freshman from last year's class who redshirted so they'll almost be like new players only they've had a year of college coaching. If you look at the composite average of the players in every class, Ohio State's players are the third highest this year. In addition, given they lost one of the top coaches of all time and were able to maintain all but 2 recruits plus add the #4 player in the country, I think they did pretty well. And the may wind up with Justin Fields - we'll take that.
