The four proposals under consideration:
1) Prohibiting consecutive timeouts (ie icing kicks)
2) No untimed down at end of 1Q/3Q
3) Clock runs after 1st downs except inside of 2 mins in a half
4) Clocks runs on incompletions once ball is spotted

Seems to me that the 2 biggest time extenders are lengthy reviews and commercials.
With these proposals, they are doing nothing but reducing actual playing time.

These rules are to speed up the game. What makes the games so long is TV. If you go see an FCS or Div. II game, which has the same rules as FBS, even with a couple of pass happy offenses(which make games longer), they still get done in 3 hours.

Personally I have no issue with the length of the game. If they want to make the viewing window shorter, they need to do something about replay and TV timeouts - it's that simple. When they go to a timeout, a clock comes on that starts at 3 minutes and 20 seconds. If you do this 5 times a game you've wasted 20 minutes. That's where the focus needs to be. Not on starting the clock when the ball is spotted after an incomplete pass. I do agree that eliminating back to back timeouts would be a good move.

Until people stop watching, the commercials will get longer.
I guarantee if they put these changes in to shorten the game, the game will have fewer minutes/plays/etc. but the game length will continue to grow.

No untimed downs as the clock expires would allow defensive penalties on purpose.
One second left with the offense in scoring position and my defense bear hugs every eligible receiver and the rest go after the QB.

The single biggest rules adjustment I'd like to see ( for NFL ) is a 10 or 15 yard penalty for pass interference replacing the spot foul placement.
