When I count up NFL active rosters I usually pick a position to survey every year. For 2018 I picked offensive linemen :
SEC - 47 ( 3.4 per) B10 - 45 ( 3.2 per) CDs - 39.................( championship div teams )
P12 - 33 ( 2.75 per) ACC - 30 ( 2.14 per) B12 - 22 ( 2.20 per) IND - 09 ( 1.80)....ND had 7 of the 9
MWC -14 (1.17 per) AAC - 14 (1.08 per) MAC - 11 ( 0.92 per) CUSA - 10 (0.71 per) SBC - 4 (0.33 per)

Why no "per team" for the Championship Div teams? Maybe because, the number is EMBARRASSINGLY low?
They play, at a different level.
Not void of talent. But FAR MORE diluted.

Well of course the per capita # would be tiny for the CDs, Bevo, ...just 2nd grade arithmetic, with 600 + small college football programs , many of which are non scholarship. But, as you point out, there is quantity and 'quality'' and some of the very greatest to ever play on an offensive line came from no name , no hype, programs....Rosie Brown,Gene Upshaw, Art Shell, Larry Allen , Larry Little to name just a few, plus the legendary Chuck Bednarik..the last of the full time two way pros. Penn was transitioning from major to minor during his time there. As a matter of fact over 1/3 of all Pro Hall Of Famers came from CF programs that are now in NCAA/NAIA championship divisions.
