It is my historical database. The caveat is there is no real context between years. I use the non-rated teams (combined into a single "Wild Card U") as the connecting context. The criteria is the same as for my annual ratings. Half performance against opponents and half win/loss record modified by strength of schedule.

FWIW, Clemson's 2018 schedule rated out as the 4th toughest of all time.

my own opinion, I would usually say 2001 Miami...holy moses, that team was loaded and wopuld probably win 48-50 if they played that many games.
95 Nebraska always up there as well.

Problem with 95 Nebraska is they only played six teams with winning records and two of them were 6-5 and 6-5-1. Other than the bowl game, the only teams with more than six wins were (all 10-2) Kansas, Kansas State, and Colorado.
