Just looking at teams at the top with players coming back. BAMA, Clemson, tOSU, and Oklahoma are clear cut favorites.
Looking at the history 3 of these teams will make it so who in the remaining pool have the best shot.
ND - They are the one team who plays enough good teams and avoids all of the great ones. As much as I despise them they are in the drivers seat for the first open spot.
Cincinnati - Although non power five they do get ND and Indiana. If they win out and both ND and IU have a strong season then their stock is up. Also I think the AAC is viewed as almost P5 and running the table would go a long way.
UGA - They are the one team that gets a mulligan no matter what. If they lose to Clemson they need to win out. If they beat Clemson then they can easily afford one loss and get in.
PAC12 - I would give USC the best shot largely because I don't see Oregon being able to compete. That being said I fully expect the P12 to be left out once again.

You have a very valid point as the committee has demonstrated SEC bias over and over again. UC has there QB back who was very good. They also have ND on the roster that they can immediately put below them if they beat them. Also ND has a schedule that they could potentially run the table.

Sadly, it is all about the money.
Look at the ACC's Grant of Rights. FSU, Clemson & every other non-ND ACC team are contractually obligated to forego their TV revenue through 2036 if they depart before then.
In hard numbers, that's approaching a half-billion dollars -- or FIVE to SIX times what Texas & OU are on the hook for...
Yes, they'd earn more in SEC, which might help offset some financial damage, but it would also put them at a significant competitive disadvantage in their new league. If the rest of the SEC is flush with cash & FSU/Clemson are paying down a $500M debt... that's a problem.
Maryland was on the hook for about $50M when it left the ACC and negotiated it down to $32. Seven years in, the Terps still haven't gotten an equal check to the rest of the B1G. Rutgers is the same. In 2014, Rutgers barely earned more than it did in AAC.
