The ‘action’ in baseball is slow and boring.
The most exciting event, a home run, is 9 guys watching a ball fly over a wall, and 1-4 guys jogging in a circle.

Those Old boring HRs. Maybe you would have preferred that 'small ball' of the very early 20th century ?

Curious how they calculate that. 10% actiion seems very high for a game that moves very slow. My guess is they actually start the clock when the pitcher steps on the mound. If that is the case then the majority of the action is watching the pitcher get his signal and checks on the runners.

I like sports and I don't care how long the games are. I do get annoyed by long, meaningless delays. I'm not a fan of replay to correct calls. TV timeouts are buzzkills. But I enjoy going to games and anticipating what's going to happen next, I think it's exciting.
And I do think there's more excitement to baseball than home runs - triples, defensive gems, stolen bases, strikeouts with 2 outs and the bases loaded, infield singles, suicide squeeze bunts (which rarely happens anymore). I enjoy sitting at the game on a beautiful summer night, drinking a beer and having a hot dog.

I can appreciate it for the skill and strategy it takes to play. I can also appreciate chess masters for the same thing. But I’m not ever watching live chess events on ESPN.

I wouldn't think a pitcher standing on a mound getting a signal would be calculated as 'action'. I'm certain it's not counted that way.
