1) Any team that wins a Natty loses 5 scholarships for 3 years. This is additive for consecutive champs.
2) All winning teams from the conference of the champ lose 1 scholarship for 3 years.
3) All schools have a $5M per year pay cap for Head Coaches, $7M total for the staff.
Maybe that will bring back a competitive landscape ?

It's kinda like the NFL ideology.......finish on top, draft last. Definitely promotes a better competitive balance.
I still like tying scholarship numbers to academic standards - basically the more legitimate college students you recruit a larger scholarship limit is earned. The more phony college students you recruit your scholarship numbers are vastly restricted.
