There have been (at least) 2 FCS/D-IAA teams that have been in Sagarin’s final top-25: Marshall and NDSU. What is wrong with simply evaluating teams on the basis of how they play vs. who they play, regardless of level? Again, it's pretty automatic versus top 25 FBS teams. 4 times where a FCS school has beaten a T25 FBS school. Ever. The big dogs of FBS are mostly undefeated against FCS, where the FCS wins games against FBS is like I posted earlier, so basically yes, pretty much an automatic win for the big dog FBS programs. In 1978, I-A (FBS) schools were 41-29-1 (.585) vs. I-AA (FCS) opponents; their worst win percentage ever against the FCS. Followed by 1980 (.609) and 1981 (.632). Against FCS opponents the FBS hasn’t had a winning percentage below .800 since 2000.

Hey Hen When was the last time Navy lost to an FCS school? Based on calling me about that it must have been a loss to the Blue Hens ??....maybe 20 years ago or so ?

A victory for the Blue Hens, they defeated Navy 59-52 in 2007. Citadel and Appy have taken down some FBS wins of note as well. Among the schools that belong to a Power 5 conference, Louisville and Kansas St. have the most losses (7) to FCS opponents. In 1981, then I-A (FBS) Pennsylvania lost to Lehigh 58-0; it’s the largest margin of defeat a FBS school has suffered against a FCS school. FCS schools have shutout FBS schools on 22 occasions. The last time it happened was in 2006, when Richmond shutout Duke 13-0.
