.......for , so called, college football....maybe as soon as the 2020/2021 school year. Players can transfer to anywhere they want without sitting out a year. Everybody knows that successfully recruiting talented HS and JC kids has determined who is strong and who is not. With this probable NCAA legislation coming , recruiting off other CF programs' rosters will be at least as important a determinant. I don't know exactly what it will look like but I'm worried. Any thoughts ?

While this gives more control and freedom to the athlete, it could, and probably will, lead to what you are stating, in college recruiting. What is to stop, say an Alabama, from talking to and recruiting a really good, but overlooked, receiver at UAB, App State or even Ark. from going to Alabama. And with the paying of players for their likeness coming, Bama can use that as a lure too, make more there than at where the athlete is at. Same in basketball, but not as much, due the earlier players can leave for the pros.

It also may mean that other schools can recruit from talented rosters like Alabama's.....kids that might be stuck down in the depth chart there. For example, a 3rd string LB at Bama might transfer to an Appy State for a better opportunity to start. Although it wouldn't pay as much as Alabama, playing time will be a factor in all the mass free agency transferring to come, imo. It will be transfer portal X 50 I fear. I heard on Sirius radio that the average scholarship FB player at Alabama clears $33,000 per year which is tops in the nation. This source said Clemson scholly kids clear between $25 and 30K per. We can continue to fool ourselves in thinking that big time , so called, 'college football' is inter-collegiate athletics but it's trending to 'semi -professional' more and more. That's why I wish there was a full fledged, multi-tiered NFL minor league system in place, like MLB has....play for pay 100% above board, and without phony academic pretenses.

If your beloved NCAA is stupid enough to make what I will call “THE BAMA RULE”, Alabama is smart enough to take advantage of it.
